The Logistics Officer will have responsibilities that include:
Main Duties & Responsibilities:
Documentation & Filing:
- Review and verify Supply Requests (SRs) against established checklists to ensure all required details comply with procurement procedures.
- Maintain organized digital and physical records for SRs, vendor profiles, business licenses, IDs, and bank account details.
- Draft meeting minutes, tender dossiers, advertisements, and Requests for Quotations (RFQs) for review by line managers or requesters.
- Confirm that estimated costs are reviewed and approved by budget holders before signing purchase orders or contracts.
- Determine when product samples are needed and arrange their delivery for evaluation by technical committees.
- Translate supplier invoices into English, ensuring customer details and dates are accurate.
- Schedule and coordinate meetings with evaluation committees to ensure timely reviews.
- Monitor and report the status of SRs submitted to the Kabul central office and regional field locations to the line manager.
Contract Management:
- Maintain an updated Excel-based contract tracker and generate formal contracts using Microsoft Word mail merge.
- Record complete contract details in the database to support annual performance evaluations.
- Draft supplier contracts, submit them for manager approval, and secure authorized signatures from both parties.
- Track contractor delivery schedules to ensure goods and services arrive within agreed timeframes.
- Notify suppliers, service providers, and internal units well before contract expiration dates.
- Issue formal contract termination/expiration notices to service providers at least 30 days prior to the end date.
- Share copies of approved contracts with storekeepers to ensure adequate warehouse space is prepared.
- Coordinate with relevant staff upon the arrival of shipments at the TQN store to initiate Receiving Reports (RR) for field dispatch.
- Coordinate with warehouse personnel to issue Goods Received Notes (GRN) to suppliers upon delivery.
- Ensure services and rental agreements (e.g., premises, fuel, gas, lodging, hawala, power, vehicle rentals) do not operate beyond their official expiration dates.
- Update vendor and service provider tracking databases on a daily basis.
Tender Management:
- Draft tender announcements and dossiers for committee review and approval.
- Publish tender notices across pre-approved media channels and platforms.
- Lead pre-bid meetings to explain tender specifications, clarify requirements, and address vendor questions.
- Organize bid opening sessions by notifying committee members, inviting bidders, and arranging meeting venues.
- Ensure all participants sign the official attendance register during bid opening events.
- Prepare bid opening reports and collect committee signatures.
- Maintain structured hard and soft copy archives for all tender documentation.
- Issue timely notification letters to unsuccessful bidders upon tender completion.
RFQ Broadcasting & Communication:
- Maintain up-to-date contact directories for suppliers, including email addresses, phone numbers, and WhatsApp channels.
- Broadcast RFQs to vendor groups in a timely manner.
- Respond promptly to supplier inquiries submitted via email or WhatsApp groups.
Procurement Prioritization:
- Prioritize SRs for remote project locations, accounting for seasonal access limitations and agricultural planting cycles.
- Launch procurement processes aligned with requested delivery dates, provided all procedural requirements are met.
- Process incoming SRs based on their submission date to the logistics team.
- Expedite seed and agricultural procurement to ensure delivery before planting windows close.
Core Humanitarian Standards (CHS) & Emergency Response:
- Adhere to Core Humanitarian Standards (CHS) principles and the organizational Accountability Framework across all development and emergency activities.
- Actively support emergency response initiatives led by the organization in Afghanistan as required.
Job Requirment
Education & Preferred Background:
- University degree in Business Administration (BBA), Economics, or a related field of study.
- Minimum of 2 to 3 years of professional procurement experience with an International Non-Governmental Organization (INGO), supported by demonstrated knowledge of logistics and procurement systems.
Skills & Competencies:
- Fluent in English, with strong verbal, written, and comprehension skills.
- Proficient computer literacy, particularly in Microsoft Word and Excel.
- Solid familiarity with documentation, filing systems, data entry, and record-keeping procedures.
- Sound foundational knowledge and understanding of logistics operations.
