Job Summary

    • KEY AREAS OF ACCOUNTABILITY: 
      Key Responsibilities/Accountabilities:
      Need Assessment:
      1.    Have overall responsibility for implementation of Water, Sanitation and Hygiene (WASH) activities within the targeted location. 
      2.    Ensure that monitoring framework within the programme touching on WASH interventions is implemented, including baseline data, secondary data, reviews, donor reporting, KABO survey and internal/external evaluations. 
      3.    Conduct technical assessments of Water and Sanitation needed facilities to be rehabilitated and / or build in the targeted locations, through technical feasibility studies, household level questionnaires, focus group discussions, visits to WASH facilities and sites.
      4.    Be responsible for technical part of needs assessments and participate in the selection of target communities and WASH activities in the project, through technical feasibility studies, household level questionnaires, focal group discussions, visits to facilities and sites, conducting sanitary survey and interview with key members of the community.
      5.    Undertake water quality analysis of water sources using potable water quality kit (Delagua), as per water quality technical guidelines approved by the government/WHO and other donors. 
      6.    Beneficiary assessment and coordination with community and MEAL team for aligning beneficiaries’ selection criteria for WASH NFIs distribution. 
      7.    Planning and organizing the implementation, monitoring and evaluation of the Water, Sanitation and hygiene awareness activities. 
      8.    Formation of WASH Clubs, Mapping of main seasonal public health risks and the current hygiene practices that contribute to WASH related risks.
      9.    Developing WASH related risks mitigation plan against of seasonal preventive public health risks. 
    • Program implementation:
    • 10.    Developing action plan for implementation of WASH activities in coordination with WASH team across integration with key sectors such as Health & Nutrition, Education, Protection, and Food Security and Livelihood. 
      11.    Design the WASH intervention, ensuring it is in line with government policies and standards, as well as international best practice
      12.    Kick-start and oversee the initial phase of implementation of the WASH intervention across province, with the aim to progressively outcomes. 
      13.    Develop a detailed work-plan and budget for the intervention, and ensure that activities are delivered accordingly
      14.    Quality control of WASH NFIs and materials bought by Save the Children and its contractors/subcontractors, Site management: general supervision of contractors and save the children staff, ensuring the safety of WASH sites and community participation and validate the progress and quality of work of the contractors, and make the connection with the Save the Children administration and logistics to ensure their payments.
      15.    Organize hygiene promotion sessions by engaging children through WASH related Information education and communication (IEC) materials. 
      16.    Celebrate WASH important days (such as Global Handwashing Day, World Toilet Day etc.) and organize events/campaign (such as drama, painting competition, children rally, games etc.). 
      17.    Ensure the integration of aspect related to gender, child protection, Person with Disability, environment, and other crosscutting issues to the implementation of WASH activities and ensure that activities consider the needs of specific groups and individuals, especially children, elderly and disabled people.
      18.    Follow up in a timely manner through developing procurement trackers, stock trackers, distribution plans etc.
      19.    Technical training of community volunteers, members of Water Sanitation User Committee (WSUC) committees, local staff, partner organization/contractors and follow up of the community mobilization in target communities on issues related to WASH, operation, and maintenance of WASH facilities, Establish the technical aspects of the internal purchase order and tender documents for WASH activities. 
      20.    Lead handover of completed works to communities and Water Committees for longer-term management under the auspices of the government counter parts and their capacity is built to effectively manage and operate the water infrastructures constructed/rehabilitated. 
      21.    Design, implementation, and organization of training for WASH activities to bring facilities at household level and in schools and other places.
      22.    Follow up coordination / budget management / site supervision in case of direct intervention of Save the Children for WASH activities. Follow-up of activities of local partners/contractors of Save the Children in the field and help to train some of those people.
      Monitoring, Evaluation, Accountability and Learning:
      23.    Verify that WASH activities done by partners/contractor are conducted according to quality benchmark/standards established by Save the Children through quality checklists, contract agreement and agreed design and BOQ.
      24.    Plan and be responsible for the weekly reporting of data to follow up the standard project and strategic indicators (for example, number of beneficiaries, number and type of activities completed) and related to photographs of WASH activities in all stage of project. 
      25.    Follow-up of water quality analyses at household, community, school, and health care facilities level (residual chlorine, bacteriological analysis), in particular to assess the effectiveness of home water treatment techniques and standard of water supplying to the community. 
      Reporting:
      26.    Weekly (or each time when necessary) written and daily updates to line manager.
      27.    Produce detailed written monthly, quarterly and terminal reports on a regular base according to SC’s format and share it to the concerned bodies. 
      28.    Preparation and sharing of feasibility and technical reports with WASH Coordinator.
      29.    Work with other team members of Save the Children (WASH and non-WASH) working in the same communities, to ensure the integration and complementary of the different sector of the intervention.
      30.    To perform any other work-related tasks assigned by supervisor.
      31.    Prepare detailed activity reports for the WASH component of the Project and contribute to the development of financial reports.
      Capacity Building:
      32.    Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff.
      33.    Mentor and support staff to implement and monitor WASH activities, as well as provide technical guidance as required.
      34.    Conduct mapping and training of WASH team on child safeguarding in collaboration with safeguarding focal person. 
      35.    Identify gaps in staff capacity and provide coaching and relevant capacity development opportunities, with the aim to create a pool of skilled national WASH staff who are able to ultimately assume oversight of the project and lead future WASH interventions.
    • Representation & Advocacy & Organisational Learning
      36.    Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed.
      37.    Advocate that the minimum standards of humanitarian relief are maintained in accordance with the Sphere humanitarian Charter, Core humanitarian standards and Code of Conduct.
      38.    Actively participate in WASH cluster/Coordination meetings at provincial level.

Job Requirment

    •  Bachelor’s degree in any discipline especially in health & hygiene, International Development, Community Development, Human Rights, Social Sciences. 
       Overall, four years of experience in humanitarian and development sector with international organisation. 
       Previous 1-2 years of experience in implementing of WASH projects and managing field WASH team such as WASH Assistants, Hygiene Promotors/Volunteers. 
       Previous experience in managing integrated Health and WASH activities in a public health programme. 
      Essential: 
       Planning and organization skills. 
       Ability to write clear and well-argued assessment and project reports.
       Ability to listen and adapt.
        Good people skills.
       A high level of written and spoken English.
        Perfect knowledge of local languages.
       Community mobilization skills. 
       Computer illiterate, knowledge of Excel, Word, and power point.
      Desirable:
        Experience in INGO and NGO sector.
       Good knowledge of supervision techniques.
        Fluent Oral and written English languages are desirable. 
       Computer illiterate, knowledge of Excel, Word, and power point.
