Job Summary
Provide technical support in the design, planning & implementation of Shelter & community infrastructure activities for IRAF in Afghanistan.The position holder will assist directly WaSH/Infrastructure Specialist in the designing, planning and execution of all Shetler and infrastructure related efforts in Islamic Relief program operations. To ensure timely completion of all emergency and Shetler & NFI’s related infrastructure with quality, attend all Shelter related meetings at country level, Provincial level and updating the concerned in the context, make work plan and identify measures for improvement, ensure quality in each aspect of work done by keeping record and maintaining discipline, prepare project technical information, drawings, specifications and BOQs as required, ensure accurate record keeping, construction inspections, quality audits and records of actual quantities maintained, drawings are kept up to date and variations and addendums are issued correctly.

- Scope of the Role: To ensure the quality and timely completion of all Shelter & infrastructure intervention at the assigned program area, manage construction related activities through Survey for CPI structures, providing technical assistance to the team and associated vendors and communities. Also, coordinate with other team members and consortium members, national CSO’ and national/sub-national Government agencies to complete the tasks as per the desired results from all Shelter & Infrastructure /DRR project application and generate solid evidence and impacts of best practise applied in the project, which are replicable, scalable, and necessary to communicate to donor.

The following are the main responsibilities that the role holder will be accountable for:
- Assist WASH & Infrastructure Specialist in the design, planning and execution of all Shelter & Infrastructure related matters.
- Obtaining MoU’s from MRRD, MORR, MAIL, ANDMA etc based on the nature of project with close coordination of Access Coordinator and line management.
- Plan and Prepare the Inception workshops and sharing its learning with line management.
- Asist PDQ/ Operation team/Procurement Committee in the procurement of technical items like construction material, plumbing, health & Hygiene, Non-food Items, Emergency response items etc.
- Baseline of Shelter interventions in the project targeted areas
- Linking Shelter Intervention with other partners program activities and create synergies and impact.
- Assist in the Identification of construction sites with relevant designing in the local context.
- Assist to Identify potential Shelter & Settlement Intervention sites in consultation with govt: agencies, wash clusters, other sector partners and communities plus field team.
- Designing integrated work plans in collaboration with teams from other departments/thematic areas.
- Suggest most relevant sites as per WaSH/WRM/DRR Project application mandate and focus repair of old govt: owned schemes in priority an taking technical approval from PRRD/MRRD
- Provide technical support in the Identification and hiring of the construction teams and labour while working in close collaboration procurement/supply chain department.
- With the support of field team, provide realistic construction estimates, designs and work plans and ensure full cooperation with admin team to fulfil the desired progress within the stipulated time.
- Ensure Pre, during and post Site records and pictures.
- Assist in the overall supervision and technical support of shelter related activities.
- Monitoring of the shelter &NFI activities with reports generation on regular basis
- Assures that proper safety standards and precautions are followed.
- Assist in the preparation and maintains records for weekly and monthly reports.
- Recommends purchase of specialized equipment required for implementation of the shelter activities.
- Provide support to line manager in Coaching, Training, and mentoring to Shelter/NFI’s team.
- Identify, analyse, and resolve all technical issues in all files, projects and ensure efficient interpretation of all design drawings and maintain all Quality Control procedures and safety in projects.
- Prioritize Inclusion in all Shelter field work and prepare all hardware Shetler with accessibility to person with disability and older age.
- Ensure Shetler IEC material in compliance with health team IEC and, in accordance with Global Shelter Standards
- Coordinate with survey team and prepare work schedule as per Shelter project to ensure compliance with project drawings and specifications.
- Analyse and prepare plans for material requisitions.
- Design all work plans and identify and resolve all Shelter related issues on site.
- Document all civil field activities and perform regular inspection to check progress of undergoing works.
- Perform quality assurance inspection to verify the work is performed in compliance with the plans and specifications.
- Preparing correspondence to the Contractor and donor agency.
- Preparing weekly project status updates
- Performing other duties as required by the work and assigned by the WaSH/Shetler Specialist to full fill the IRW program needs

Essential:
Knowledge, Skills and Qualifications (Bullet Points)
- BSC-Civil Engineering
- Knowledge of Shelter Intervention & practices
- materials, methods, and processes used in the construction with in-depth knowledge about good
construction practices.
- Hands on skills in the design of Shetler, NFIs, building designs and related design codes.
- MS Office, Auto CAD, MS Project, STAAD Pro. Etc.
- Ability to plan, schedule and supervise the work of others.
- Ability to maintain records and prepare reports.
- Knowledge of cost analysis, scheduling

- 5-10 years of relevant experience.
