Key responsibilities of Programme Officer (Cash):
- Work Plan & SLA Development: Contribute to drafting program work plans, Service Level Agreements (SLAs) with program sections, and operational frameworks to ensure project deliverables are met.
- Situation Analysis & Socio-Economic Monitoring: Collect and analyze field data on socio-political trends, market dynamics, and child rights indicators to identify critical intervention points and propose adaptive program adjustments.
- Risk Management & Mitigation: Conduct robust risk analyses for cash transfer initiatives, maintain comprehensive risk matrices, execute mitigation measures, and escalate operational risks in a timely manner.
2. Financial Management & Optimum Fund Utilization:
- Financial Oversight & Disbursement: Monitor allocation, disbursement, and liquidation of program funds in compliance with Programme Budget Allotments (PBA) and internal financial controls.
- Financial Service Provider (FSP) Innovation: Research the national financial sector to identify viable, non-traditional, and innovative digital payment methods for scaling up cash assistance.
- Financial Reporting: Support the timely preparation of progress and financial reports in close collaboration with the PMU Operations Team.
3. Programme Monitoring, Field Evaluation & Quality Assurance:
- Field Monitoring Visits: Conduct regular field visits across project sites to monitor cash distribution activities, verify compliance, and recommend corrective actions.
- KPI & PDM Adjustment: Refine Key Performance Indicators (KPIs) and post-distribution monitoring (PDM) tools to reflect context-specific field realities.
- Contract & FSP Management: Assist in overseeing service contracts for Financial Service Providers and third-party monitoring agencies, ensuring strict adherence to performance metrics.
4. Knowledge Management, Advocacy & Capacity Building:
- Lessons Learned & Adaptive Learning: Document implementation challenges, organize reflection sessions, and contribute to national/regional knowledge networks to refine cash-based programming.
- Partner Capacity Building: Deliver technical assistance and training workshops to implementing partners and financial service providers to foster institutional sustainability.
- Child Rights Advocacy & Coordination: Advocate for child-sensitive cash transfers, collaborate with UN agencies, national partners, and regional advisers, and participate in annual sector reviews.

- Efficient Cash Delivery: Cash transfer activities are executed in a timely, risk-informed, and accountable manner with proper technical oversight of FSPs and implementing partners.
- Enhanced Organizational Learning: Strengthens UNICEF’s expertise in managing complex, large-scale humanitarian cash interventions in fragile contexts.
- Resource Accountability: Ensures UNICEF resources are fully optimized and transparently utilized to achieve tangible results for children in Afghanistan.
Job Requirment
Education:
- University Degree (Bachelor’s or equivalent): Required in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or a related technical field.
Work Experience:
- Minimum Experience: At least 1 year of relevant professional work experience in program or project management, with a primary focus on large-scale cash transfer programs.
- Emergency Context: Proven experience working in emergency/humanitarian contexts is required.
- ERP & Financial Systems: Direct experience in project financial management using enterprise systems (such as UNICEF’s VISION/FIORI/SAP or equivalent ERP tools) is required.
- Cash Transfer Programming: Practical experience in cash-based interventions. Experience in setting up non-traditional or innovative beneficiary payment systems is an asset.
- Partnership & Contract Management: Experience managing implementing partners, financial service providers, or contract management is an asset.
- Risk & Monitoring: Experience with post-distribution monitoring (PDM), evaluation, and managing financial or programmatic risks is an asset.
- UN/NGO Experience: Prior experience with UN agencies or international NGOs is an asset.
Knowledge, Competencies & Skills:
- Solid understanding of UNICEF procedures, Rights-Based and Results-Based Management (RBM), and cash transfer guidelines.
- Strong knowledge of global human rights issues, child and women rights, and gender equality/diversity principles.
- Excellent communication, presentation, and coordination skills across multicultural environments.
- Proven problem-solving capabilities, adaptability, and high motivation to deliver under tight deadlines.
Language Requirements:
- Fluency in English (written and spoken) is required.
- Fluency in local languages (Dari or Pashto) is required.
- Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) is an asset.
