The Programme Development Manager will have responsibilities that include:

    • Develop and implement funding strategies by identifying donor trends, funding opportunities, and strategic partnerships.
    • Strengthen relationships with donors, partners, and stakeholders to expand fundraising opportunities.
    • Coordinate proposal development, oversee project design, and ensure high-quality donor submissions.
    • Work closely with technical and programme teams to integrate lessons learned into new funding proposals.
    • Monitor donor priorities, funding pipelines, and market intelligence to support strategic decision-making.
    • Promote effective knowledge management and share best practices to improve future fundraising performance.
    • Support resource mobilization and funding coordination during emergency and humanitarian responses.
    • Foster accountability, teamwork, innovation, and continuous professional development across teams.
    • Uphold Save the Children's core values by demonstrating integrity, strategic thinking, collaboration, and responsible leadership.

Job Requirment

    Qualifications, Experience & Skills

    • Academic or professional background in business development, grant management, donor relations, strategic portfolio planning, or a related field.
    • At least 4 years of experience in both humanitarian and development programmes, preferably within Save the Children’s priority sectors.
    • Minimum 2.5 years of experience leading the preparation of large, multi-partner funding proposals exceeding USD 1 million.
    • Proven experience building and maintaining relationships with donors and government institutions.
    • Strong understanding of donor regulations, budgeting, compliance requirements, and reporting standards.
    • Experience conducting donor mapping and developing fundraising and donor engagement strategies.
    • Excellent planning, organisational, and coordination skills with the ability to manage multiple priorities.
    • Strong written and verbal communication and presentation skills in English.
    • Ability to work effectively with multicultural teams and build productive professional relationships.
    • Good negotiation, coordination, and interpersonal communication skills.
    • Proficiency in Microsoft Office applications and other relevant computer systems.
    • Commitment to Save the Children’s values and Child Safeguarding Policy.
    • Experience with Afghanistan's donor environment and strategic portfolio management is an advantage.
    • Additional duties may be assigned according to organisational needs and the employee's qualifications.
    • Responsibilities must be carried out in line with SCI policies on Equal Opportunities, Child Safeguarding, and Health & Safety.
