The Information Management Officer (Beneficiary Data) will have responsibilities that include:

    Summary of Key Functions/Accountabilities

    Under the supervision of the Programme Specialist (Beneficiary Data), the Information Management Officer (Beneficiary Data) [NO-B] will be responsible for:

    1. Data Systems Support

    • Train UNICEF staff and Implementing Partners on relevant data systems, including HOPE, InForm, and Kobo.
    • Provide first-level technical support, prioritize requests, and escalate complex issues when required.
    • Ensure accurate, timely, and quality-compliant data system operations.
    • Maintain updated records of users, roles, and access permissions.

    2. Beneficiary Registration & Monitoring

    • Support the design and implementation of third-party verification and beneficiary registration activities.
    • Provide technical support during registration exercises, including testing tools and field piloting.
    • Conduct data quality checks and recommend corrective actions where necessary.

    3. Beneficiary Data Processing

    • Apply approved targeting methodologies and verify the accuracy and consistency of target populations.
    • Support the preparation of target populations, cash plans, and programme datasets.
    • Coordinate payment verification and related data collection with partners and relevant stakeholders.

    4. Information Management & Analysis

    • Develop and maintain Power BI dashboards and data visualizations.
    • Analyze data and prepare reports and information products for programme monitoring, planning, and decision-making.
    • Contribute to improving Data Team processes, data quality, and operational efficiency.
    • Support the coordination of Data Team activities when required.

    5. Data Protection

    • Support the implementation of UNICEF data protection policies and requirements.
    • Assist with Non-Disclosure Agreements involving relevant partners and stakeholders.
    • Follow up on Data Protection Impact Assessment recommendations, risks, and mitigation measures.

Job Requirment

    • Education: Bachelor’s degree or equivalent in Information Management, Information Systems, Computer Science, Statistics, Economics, Social Sciences, or a related field.
    • Work Experience: Minimum 2 years of relevant experience in Information Management, ICT, Beneficiary Data Management, Cash Transfer Programs, Data Analysis, Data Protection, MIS, Dashboard Development, Third-Party Monitoring, Beneficiary Registration, Capacity Building, or related areas.
    • Technical Skills: Beneficiary Data Management, Data Cleaning, Cash Transfer Operations, Payment Verification, and R/Python programming.
    • Languages: Proficiency/fluency in English and Dari.
