Handicap International is an international non-governmental organization. It was founded in 1982 to provide help in refugee camps in Cambodia and Thailand. Headquartered in France and Belgium, since its creation, it has opened branches in six other countries : Switzerland, Luxembourg, United Kingdom, Germany, Canada and the United States.
Two French doctors started the charity in 1982 with the goal of assisting those impacted by landmines in refugee camps in Cambodia. The earliest orthopedic clinics were established in camps for refugees in Laos, Thailand, Cambodia, and Burma. Local teams performed the work, and basic, readily available equipment was employed to deliver timely, efficient, and useful assistance. With the establishment of Handicap International Belgium in 1986, the organization started to expand internationally.

- GENERAL MISSION
- Participate in the HR & Administrative management and monitoring, development and learning of national and international staff, in accordance with the legal provisions of the country and HR policies in this area
- MISSIONS / RESPONSIBILITIES
- PERSONNEL ADMINISTRATION
- Ensure the administrative management of staff individual files
- Establishes employment contracts for national staff and daily workers
- Maintain the personnel register or any other legal system in force in the country
- Ensures monitoring of the HR database
- Complies with the administrative and legal formalities necessary for the performance of work, required by the competent authorities
- Prepare the monitoring of employees’ contracts and leaves
- Carry out the classification and archiving of indivual files according to the HI procedure and tools
- PAYROLL MANAGEMENT
- Ensure the monitoring of paid leave and other absences
- Ensure the monitoring of overtimes
- Manage requests salary advances
- Prepare social and employer declarations
- Prepare monthly payroll before validation of her/his line manager
- RECRUITMENT & INDUCTION
- Participate, under the supervision of her/his direct manager, in the planning and management of recruitment processes and staff integration/induction
- Participates directly, at the request of his direct manager, in certain recruitment interviews
- Supports her/his direct manager in training managers in the rules and tools of the country's recruitment process and in supporting their implementation within teams
- Contributes to the identification of staff integration/induction issues
- Participate in monitoring the updating of possible resources to staff integration/induction (e-learning, etc.);
- Participate, under the supervision of his direct manager, in staff integration/induction days.
The Human Resources Officer Job at HI Kabul will have responsibilities that include:
- Participate, under the supervision of her/his direct manager, in the implementation of evaluation and skills-building processes
- Participate in the monitoring and compilation of staff evaluations
- Participates in training managers in conducting evaluations and formulating annual objectives
- Provides support in monitoring the training plan;
- Contribute to the planning and organization of training;
- Participate in the development and/or updating of the catalog of existing stakeholders and training organizations in her/his geographical area
- HR REPORTING & MONITORING
- Contribute to the drafting of HR reporting & monitoring
- Participates in updating the organization chart for her/his geographical area ;
- OTHERS
- Fully or partially provide backup for a member of the HR team (HRS, another HRO, etc.)
- Supports his manager for all aspects of the service not mentioned according to needs or in the event of leave of the various members of the HR team
- Participates in the definition and/or updating of HR rules, processes and policies of the country
Job Requirment

- Bachelor degree BBA, Social Sciences or related filed
- Minimum of 1 years of HR and Administration Management experience
- Knowledge of:
