The Chief Finance Officer will have responsibilities that include:

    Strategic & Financial Leadership:

    • As a member of the Board of Management, actively participate in the planning, strategic direction, oversight, and overall performance management of the Bank to ensure the achievement of its established objectives.
    • Lead the preparation and formulation of budgets, financial plans, and forecasts, ensuring that the allocation and utilization of financial resources support the Bank’s strategic priorities.
    • Assist the CEO & President in formulating, monitoring, evaluating, and reporting on strategic plans, profitability plans, and key performance objectives.
    • Oversee the Bank’s capital adequacy, asset and liability structure, liquidity position, and investment portfolio, including the development and implementation of relevant financial policies and strategies.
    • Provide financial and strategic guidance on business expansion, entry into new markets, potential strategic alliances, investment opportunities, and other significant decisions impacting the Bank.

    Financial Reporting, Control & Compliance:

    • Ensure that the Bank’s financial records, reports, and regulatory submissions are complete, accurate, reliable, and maintained with a high level of integrity.
    • Lead the establishment and enhancement of financial systems, reporting mechanisms, and analytical models used to assess and monitor financial performance across business units, departments, and branches.
    • Ensure that the Bank’s financial reporting and accounting practices comply with applicable international accounting standards, including IFRS 9, IFRS 16, and other relevant standards.
    • Oversee and coordinate the preparation of financial statements, management reports, specialized financial analyses, procedures, and statutory and regulatory returns.
    • Ensure adherence to applicable tax reporting obligations while maintaining effective financial policies, procedures, internal controls, and governance mechanisms.

    Governance, Committees & Stakeholder Relations:

    • Provide timely and comprehensive financial and performance information to senior management, the Board of Supervisors, and relevant internal committees to support informed decision-making.
    • Participate as a member of management, ALCO, investment, credit, and other relevant committees, providing professional financial advice and constructive input into strategic and operational decisions.
    • Establish and maintain effective working relationships with internal and external auditors and ensure that audit findings, observations, and recommendations are appropriately followed up and addressed.
    • Coordinate with relevant legal advisors and counsel on matters involving finance, corporate governance, regulatory compliance, and financial risks.
    • In collaboration with the CEO & President, take a leading role in managing relationships with investors and other key stakeholders and serve as a principal contact for financial matters.

    Finance Department Leadership:

    • Direct, manage, and oversee the Bank’s daily accounting and financial reporting operations while providing executive-level direction and leadership to the Finance Department.
    • Develop, lead, mentor, and support the finance team to ensure the delivery of accurate, reliable, and timely financial outputs, including during periods of high workload and demanding deadlines.
    • Design, establish, implement, and enforce finance-related policies, procedures, analytical frameworks, and systems that strengthen operational efficiency, financial management, and internal control.

Job Requirment

    • A Master’s degree or higher is required, preferably in Accounting, Finance, Financial Management, Economics, or another closely related discipline.
    • A minimum of 10 years of overall professional experience is required, including at least 8 years of recent and relevant experience in financial functions within a reputable banking institution, preferably in a comparable senior management role or another senior-level position.
    • Possession of professional qualifications such as CPA, CFA, CBA, ACCA, or CA is considered an advantage.
    • Proven professional experience in budgeting, capital management, investment management, risk management, financial analysis, and accounting operations.
    • Strong understanding of international accounting standards and applicable financial reporting principles and requirements.
    • Sound knowledge of Afghanistan’s financial-sector legal and regulatory framework, particularly banking and taxation laws and regulations.
    • Demonstrated ability to lead teams and collaborate effectively with senior management and cross-functional teams, including teams operating across different geographic locations.

    • Strong strategic thinking combined with sound analytical, critical-thinking, and problem-solving abilities.
    • Excellent capabilities in financial management, project management, financial reporting, and providing effective decision-making support.
    • Proficiency in financial software applications and familiarity with modern financial management systems.
    • Excellent communication and presentation abilities, supported by strong professional proficiency in the English language.
    • Strong leadership qualities, self-confidence, initiative, and the ability to perform effectively while working under strict and demanding deadlines.

    Candidate Eligibility:

    • This position is open to qualified Afghan nationals as well as eligible foreign nationals who are currently residing or professionally working in Afghanistan.
    • All candidates will be evaluated according to the same professional qualifications, requirements, and selection standards.
    • The successful applicant will be appointed to a position based in Kabul and will be required to perform the role from the Bank’s Head Office in Kabul.
