Key responsibilities of Chief Compliance Officer:

    Key Responsibilities & Executive Governance:

    • Governance & Regulatory Alignment: Appointed upon the recommendation of the Board of Supervisors and subject to Da Afghanistan Bank (DAB) prior approval. Reports directly to the Board of Supervisors / Compliance Committee to ensure effective execution of the Bank’s compliance policy, framework, and risk management strategies.
    • Regulatory Liaison & Interface: Serve as the primary liaison between the Bank's senior leadership and regulatory bodies (including DAB and relevant government entities). Participate in regulatory discussions, monitor banking industry developments, and oversee response tracking for regulatory circulars and audit observations.
    • Policy Management & Compliance Oversight: Develop, maintain, and continuously update the Bank’s Compliance Policy and operational manuals. Collaborate with the Risk Department to conduct annual reviews of all institutional policies and operating procedures to ensure total adherence to statutory laws and instructions.
    • AML, CFT & Financial Intelligence Operations: Supervise anti-money laundering (AML) and countering the financing of terrorism (CFT) measures. Evaluate suspicious transaction reports (STRs), Large Cash Transaction Reports (LCTR), Politically Exposed Persons (PEPs) profiles, and mandatory filings with the Financial Intelligence Unit (FIU).
    • International Standards & Technical Systems: Oversee compliance screening tools for SWIFT payments and account monitoring. Manage Foreign Account Tax Compliance Act (FATCA) implementation and IRS reporting, alongside maintaining up-to-date sanctions, blacklists, and UN watchlists.
    • Advisory & Departmental Leadership: Provide strategic compliance advisory to senior management and department heads. Direct daily operations of the Compliance Department, conduct staff evaluations, manage capacity building, and coordinate with internal and external auditors.
    • Training & Staff Development: Collaborate with the Training Department to maintain updated compliance training manuals and deliver regular training programs across all branch networks and departmental personnel.

Job Requirment

    Qualifications & Experience Requirements:

    • Education & Credentials:
      • Bachelor’s degree in Economics, Accounting, Finance, Law, Business Administration, or Islamic Economics from an accredited university, OR ACCA membership.
      • Certification (Mandatory): Active ACAMS (Certified Anti-Money Laundering Specialist) credential is strictly required.
    • Professional Experience:
      • Minimum of 3 years of relevant executive experience in the banking sector at the Chief level, or at least at the Deputy Chief / Senior Manager level within Audit, Risk, or Compliance departments.
      • OR a minimum of 5 years of relevant high-level experience (Chief, Deputy Chief, or Senior Manager) in reputable financial institutions, directly aligned with the scope of a Chief Compliance Officer.
    • Executive Competencies & Leadership:
      • Completion of recognized senior executive management courses.
      • Deep, thorough knowledge of international banking procedures, regulatory frameworks, and compliance standards.
      • Demonstrated team leadership capability with a proven track record across diverse corporate and operational environments.
