Engage with senior management on the implementation strategy for safeguarding minimum standards, including MSF Behavioural Commitments. Supervise and monitor all prevention activities, support the establishment of safe reporting channels, and promote a safe environment for staff, patients, and communities. Through this work, manage all Safeguarding/Behaviour Officers or Focal Points and coordinate prevention activities at project level, contributing to a positive change in MSF’s working culture in line with its values and principles. ### Collaboration at Mission Level **Internally:** Work closely with the HoM, Deputy HoM, and Project Coordinators to identify safeguarding and prevention needs across the mission and its projects. Collaborate with the HR Department and Field Coordination team, including Project Coordinators, Project Medical Referents, and other relevant staff, during project visits to plan, monitor, and follow up on all related activities.

The BEHAVIOUR SUPERVISOR will have responsibilities that include:

    • In coordination with the HOM, Deputy HoM, and Behaviour Unit, support the design, implementation, monitoring, and follow-up of the mission’s behaviour management and safeguarding prevention strategy.
    • Conduct context analyses to identify barriers, concerns, and fears that may prevent staff, patients, or community members from providing feedback or submitting complaints.
    • Oversee individual safeguarding risk assessments and facilitate discussions with relevant stakeholders to identify potential risks and develop appropriate mitigation and action plans.
    • Develop and implement field-level awareness activities for all staff, including international, national, and MoH personnel, on minimum ethical standards, safeguarding risks, prevention of misconduct, and available feedback and complaint mechanisms.
    • Promote awareness among MSF and MoH staff regarding the prevention of unethical conduct, individual and institutional responsibilities, and appropriate actions for individuals who experience or witness potentially harmful behaviour toward staff, patients, or community members.
    • Coordinate and facilitate safeguarding awareness sessions for patients and caregivers, ensuring they understand their rights and assessing their interactions and relationships with MSF and MoH staff where applicable.
    • Maintain regular communication with the MST Prevention team, Behaviour Manager, and Ethics Lead regarding mission-level findings, developments, and progress.
    • Collaborate with Coordination teams to integrate safeguarding minimum standards and relevant policies into contractual frameworks at both capital and project levels for staff and partners.
    • Support mission and project teams in establishing safe, accessible, confidential, and effective feedback and complaint mechanisms for staff, patients, and community members.
    • Raise awareness among staff on how to receive and respond to safeguarding concerns sensitively and appropriately, including guidance on referral pathways for complainants.
    • Conduct regular field visits to projects to monitor prevention activities closely and provide supervision and support to safeguarding focal points at project level.
    • Prepare comprehensive monthly reports covering the mission context, identified barriers, weaknesses and strengths, key discussion topics, challenges encountered, awareness sessions and trainings conducted, and existing or required reporting and communication mechanisms.
    • Coordinate and supervise safeguarding training activities across all projects and coordination structures.
    • Support the Ethics and Behaviour Unit in distributing and promoting existing and newly developed safeguarding prevention materials, including videos, leaflets, posters, and other awareness tools.
    • Closely supervise the work of Behaviour Officers at project level and support the implementation of community-based complaint mechanisms in coordination with FieldCo(s) and MT.
    • Support teams in adapting safeguarding tools, materials, and approaches to the specific context and needs of different populations.

    MSF-Specific / Context-Specific Accountabilities:

    • Support HR professionals in integrating clear safeguarding and Diversity, Equity, and Inclusion (DEI) roles and responsibilities into relevant functions and positions.
    • Review the integration of DEI principles within safeguarding activities and develop a specific action plan to address identified safeguarding and DEI gaps across projects and coordination structures.
    • Develop and support awareness-raising, induction, and training plans in close collaboration with relevant referents and their respective departments.

Job Requirment

    • Minimum Requirements & Competencies

    Education:

    • Bachelor’s degree in Social Sciences, Law, Education, Social Communication, or a related field.

    Professional Experience:

    • Minimum of two years of professional experience in safeguarding within an international organization is required.
    • Previous experience in humanitarian field operations is considered an asset.
    • Experience in or demonstrated interest in social work, rights-based organizations, women’s organizations, or related fields is desirable.
    • Experience in facilitating social processes and community engagement is an advantage.

    Languages:

    • Fluency in the mission’s working language and the relevant local language is essential.

    Knowledge & Skills:

    • Good computer literacy and proficiency in commonly used office applications.
    • Ability to plan, organize, and facilitate workshops, training sessions, and awareness activities.
    • Strong creativity, cultural awareness, and sensitivity when addressing safeguarding issues and expectations within different contexts.
