The Senior Infrastructure Engineer – (PCIO) will have responsibilities that include:

• The Engineering Lead is responsible for supervising field engineers and overseeing the planning, design, quality control, and implementation of infrastructure projects across six provinces.
• The role includes conducting and reviewing site assessments, approving engineering designs, providing technical guidance, monitoring construction quality, and ensuring that all project activities are implemented according to required standards.
• In addition, the position supports staff capacity building through technical training, ensures compliance with engineering standards and AKF safeguarding policies, and reports any safeguarding concerns when required.
• Furthermore, the Engineering Lead has the authority to approve engineering documents, make technical decisions, evaluate the performance of field engineers, and provide recommendations regarding their contracts.

Job Requirment

• Bachelor's degree in Civil Engineering with a minimum of five years of proven experience in managing and implementing community-based infrastructure projects, including engineering surveys, design, construction, and site supervision.
• Solid understanding of rural infrastructure development standards, engineering procedures, and regulatory requirements.
• Proficiency in engineering software such as AutoCAD, EPANET, and structural design applications.
• Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders and multidisciplinary teams. Fluency in English, Dari, and Pashto is required.
• Ability to work independently, prioritize tasks efficiently, and manage multiple assignments simultaneously.
• Sound knowledge of construction productivity standards, building materials, equipment, and labor market practices.
• Strong analytical thinking, technical problem-solving, and sound decision-making abilities.
• Excellent stakeholder engagement and relationship management skills.
• Familiarity with community structures such as Mirabs, CDCs, DDAs, and CSOs is considered an asset.
• Demonstrated experience in conflict resolution and addressing challenges within community-based infrastructure projects.
