Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of the Ministry of Economy with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.
ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-managed, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion.
ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces as well, as to transform itself into a leading and developed organization that will deliver to and supports a large number of people who have been affected by the long-protracted and sudden on-set emergencies in Afghanistan.

Job Summary
Key responsibilities of Provincial Project Officer Job at ACDO in Parwan:
- Provide program support such as administrative, project management, coordination, monitoring, and support to project officer/manager.
- Oversee daily operations in the province and coordinate activities of the programs and to ensure the delivery of project targets are achieved.
- Provide technical support and supervision on efficient and effective implementation of assigned projects activities as per work plans.
- Maintain & expand/extend working relation with relevant government ministries, including Provincial Education Directorate (PED) and Directorate of Economic (DoEc) and targeted communities.
- Provide feedback to the program unit regarding the regular program/project updates and progress on regular bases.
- Facilitate training programs, workshops, meetings on provincial level on behalf of ACDO.
- Undertake active role on quality implementation of education activities including Basic General Literacy (BGL), School Improvement Plan (SIP), and Education First Phase Response (EFPR).
- Draft regular project training, monitoring, Coordination, distribution and Ad-hoc reports.
- Conduct surveys and assessments in the communities and provide feedback and suggestions for the strengthening and development of the education program Mobilization and assessment in the province/targeted districts and communities.
- Responsible for the establishment of Village Literacy Committees and ensuring visibility and monitoring of the basic general literacy courses.
- Create positive relations with community through regular meetings and discussion for identifying and addressing education needs and issues.
- Lead community-based mobilization and sensitization meetings, introduce the project activities to community members and project beneficiaries.
- Facilitate the establishment of BGL classes and ensure the registration and integration of students and teachers in the MoE formal system.
- Take active part in the process of beneficiary identification and registration in BGL.
- Conducting training and awareness sessions to Teachers, School Management Shura’s, Communities and others on regular bases.
- Communities’ awareness on project objectives, activities, outputs, MEAL systems and ACDO Child Protection Policies.
- Follow up and Regular monitor the ongoing BGL classes, Teacher and SMS.
- Any other related task as assigned by Project Officer and/or Senior Management Team (SMT).
Job Requirment
Qualification:
- At least Bachelor’s degree, Master degree is desirable
- Bachelor degree holder with 5 years of relevant experience and Master Degree with 4 years of relevant experience.
- Experience in the relevant or similar position in humanitarian projects is required.
Skills:
- Strong oral and written communication skill in Pashto and Dari, skills in English will also be an asset.
- Knowledge of the community structure, dynamics and development.
- Enough experience in community mobilization, particularly for community participation, conflict resolution and resource mobilization.
- Knowledge of the value of education in Holy Islam, the child development and the current trends of education in Afghanistan.
- Ability to cope well under pressure, work irregular hours and meet tight deadlines
- Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures
- Experience in needs assessment, project monitoring and evaluation, and program development
- Good knowledge and experience in Afghanistan education system/context, education in emergencies (EiE), and child protection (CP)
- Experience in coordination with government authorities, communities, donors and beneficiaries
Language skills:
- Fluent oral and written skills in Pashto and Dari, fluent in English is plus point
