The Provincial Manager – PCO (Kabul) will have responsibilities that include:
- Lead and manage the provincial project team and ensure timely implementation of project activities.
- Oversee administration, logistics, procurement, finance, IT, recruitment, and staff performance.
- Ensure compliance with ADB, AKF, safeguarding, and other relevant policies and procedures.
- Manage project planning, budgeting, documentation, reporting, and performance monitoring.
- Coordinate with government authorities, communities, donors, PMU, PCIO, and other stakeholders.
- Monitor project quality, technical standards, social and environmental safeguards, and field activities.
- Support staff capacity building and improve project management processes.
- Coordinate with MERL teams to monitor indicators, evaluate progress, and support informed decision-making.
- Represent the project in government, donor, and stakeholder meetings.
- Communicate project achievements, challenges, impacts, and lessons learned.
- Ensure proper safeguarding of children and vulnerable adults and report any violations.
- Perform other relevant duties assigned by the supervisor.
Job Requirment
- Bachelor’s degree in Development, Management, Social Sciences, Agriculture, Environmental Science, or a related field, with at least 5 years of relevant experience
- Proven experience in project/program planning, monitoring, and design.
- Experience managing multi-sector DRR and livelihood projects, preferably in challenging environments.
- Good knowledge of financial and donor compliance; experience with ADB-funded projects is an advantage.
- Strong English report-writing, communication, presentation, and facilitation skills.
- Proficiency in MS Office, particularly Word, Excel, and PowerPoint.
- Strong analytical, problem-solving, and decision-making abilities.
- Ability to work under pressure, meet deadlines, and manage diverse stakeholder expectations.
- Strong teamwork and relationship-building skills, with sensitivity to cultural, religious, and gender considerations.
