The Project Manager – DRR will have responsibilities that include:
1. Project Leadership and Implementation
- Lead and provide technical support for the implementation of DRR/EM interventions under the ADB-funded CLDRM Project through the Bamiyan Regional Office, covering the targeted provinces of Parwan and Maidan Wardak.
- Develop technical manuals, guidelines, and other relevant resources to strengthen technical support, improve implementation quality, and enhance project approaches.
- Provide strategic guidance to ensure the effective integration of Disaster Risk Reduction (DRR) and Community-Led Disaster Risk Management (CLDRM) approaches across all project interventions in the targeted provinces.
- Establish and develop the DRR/EM structure and programme for the Bamiyan Region, including the development of Terms of Reference (ToRs) for provincial DRR/EM staff and participation in the recruitment process.
- Support AKF (Afghanistan)’s Gender Team in effectively mainstreaming gender considerations throughout the DRR/EM programme.
2. Policy and Strategic Management:
- Develop a multi-year strategic plan for the DRR/EM programme covering Bamiyan, Parwan, and Maidan Wardak provinces, and regularly review, update, and strengthen the plan based on emerging needs and priorities.
- Establish and maintain effective working relationships with relevant government departments and authorities, including provincial Directorates of Economy, ANDMA, and other relevant ministries and institutions in Bamiyan, Parwan, and Maidan Wardak.
- Participate in relevant policy forums, coordination platforms, and working groups initiated by government institutions and civil society organizations.
- Monitor national and provincial policy developments related to DRR/EM and provide regular updates, analysis, and recommendations to the National DRR/EM Sector.
- Collaborate closely with partner organizations working in DRR and relevant Aga Khan Development Network (AKDN) agencies at the provincial level on DRR/EM mandates, priorities, and strategic planning.
3. Stakeholder Engagement and Coordination:
- Coordinate effectively with government authorities, community representatives, and other relevant stakeholders within the project areas.
- Facilitate and coordinate visits by donors and other relevant stakeholders at the provincial level.
- Maintain clear, timely, and effective communication with stakeholders regarding project implementation and progress.
- Facilitate the reporting of project achievements and coordinate field visits with relevant stakeholders.
- Develop and maintain strategic partnerships with local and international organizations working in Emergency Management in Bamiyan, Parwan, and Maidan Wardak provinces.
4. Project Documentation and Compliance:
- Develop, review, update, and maintain DRR-related documents, tools, guidelines, and other technical resources.
- Ensure full compliance with ADB and AKF policies, regulations, procedures, and applicable requirements.
- Establish and implement appropriate compliance measures to minimize risks, strengthen accountability, and ensure transparency throughout project implementation.
5. Project Design and Sustainability:
- Develop and maintain an effective project management system for the implementation of the CLDRM Project and other DRR/EM-related initiatives.
- Work closely with AKF (Afghanistan)’s Monitoring, Evaluation, Research and Learning (MERL) Unit and EM teams to develop appropriate monitoring tools, systems, and approaches for effective and consistent project monitoring.
- Identify and resolve operational challenges faced by field staff through regular field visits, coordination, technical assistance, and ongoing support to the two provinces and their respective field offices.
- Collaborate closely with the National DRR/EM Sector, Partnerships Unit, and Programme Support Unit to develop and implement a resource mobilization plan for the DRR/EM programme in the targeted provinces.
6. Planning and Reporting:
- Develop comprehensive project implementation plans, annual budgets, progress reports, and narrative reports.
- Work closely with the programme team to respond effectively to ad hoc requests and information requirements from donors, the Project Management Unit (PMU), and internal management.
7. Capacity Building and Process Improvement:
- Strengthen the capacity of provincial staff in understanding and complying with donor requirements and project procedures.
- Continuously improve project management approaches and strategies by applying lessons learned, best practices, and field-based experiences.
- Conduct regular field visits to monitor implementation progress, identify challenges, and gather insights for programme improvement.
- Collaborate with the HR team to facilitate the development and implementation of appropriate capacity-building plans for provincial EM staff in the targeted provinces.
- Establish realistic performance objectives for DRR/EM staff, review them regularly, and provide appropriate coaching, mentoring, and on-the-job technical support.
8. Monitoring, Evaluation, Research, and Learning (MERL):
- Work closely with the MERL team to ensure effective monitoring and evaluation plans are developed and implemented, transform monitoring data into actionable insights, and share relevant findings and lessons learned to improve project implementation.
- Ensure that technical indicators are clearly defined and measurable, and use monitoring data to support evidence-based decision-making and adjust project strategies when necessary.
- Ensure the participation and capacity development of provincial teams in identifying and articulating research needs based on field realities and DRR/EM priorities in their respective provinces.
- Develop and maintain a responsive system for identifying, documenting, sharing, and scaling innovations and best practices.
9. Communication and Outreach:
- Develop relevant studies, reports, communication materials, and other content for external audiences.
- Effectively communicate and highlight project achievements, impacts, key outcomes, and lessons learned in close coordination with the Programme Support and Partnerships Units.
- Maintain regular communication with the PMU and donors to address project-related issues, updates, and requirements.
- Perform all responsibilities in a manner that reflects AKF’s commitment to safeguarding children and vulnerable adults and complies with its Safeguarding Policy and Child Safeguarding Policy.
- Promptly report any suspected or confirmed violations of the Safeguarding Policy and/or Child Safeguarding Policy in accordance with the relevant procedures and training received.
Job Requirment
- Master’s degree in Disaster Management and Humanitarian Response, Social Sciences, International Development, or a closely related field.
- A minimum of 8 years of professional experience in Emergency Management and/or Disaster Risk Reduction (DRR). Alternatively, candidates with a Bachelor’s degree in a relevant field should have at least 10 years of relevant professional experience.
- Strong understanding of financial management and donor compliance requirements. Previous experience working on ADB-funded projects will be considered a significant advantage.
- Proven experience in programme/project planning, monitoring, design, and implementation.
- Extensive experience managing and implementing complex projects in challenging and demanding environments, including experience coordinating or managing multi-sectoral DRR and livelihood projects.
- Excellent report-writing skills in English, along with strong computer proficiency, particularly in Microsoft Office applications such as Word, Excel, and PowerPoint.
