Key responsibilities of Procurement Officer:

    Safeguarding, Ethics, and Organizational Accountability:

    • Professional Integrity & Neutrality: Maintain exemplary standards of honesty, impartiality, strict confidentiality, mutual respect, and professional behavior across all procurement activities.
    • Policy & Code Compliance: Adhere strictly to ASLO’s Code of Conduct and institutional frameworks governing safeguarding, child protection, Protection from Sexual Exploitation and Abuse (PSEA), anti-harassment, anti-fraud, anti-bribery, whistleblowing, data privacy, and accountability to affected communities.
    • Conflict of Interest Management: Proactively identify and immediately declare any real, potential, or perceived conflicts of interest, removing oneself from procurement decisions until formal review and clearance.
    • Reporting Misconduct: Promptly report any observed or suspected instances of financial wrongdoing, resource misuse, internal control gaps, or safeguarding violations through established confidential reporting mechanisms.
    • Data Security & Confidentiality: Safeguard proprietary information related to the organization, staff, program beneficiaries, vendors, and donors, utilizing confidential data strictly for approved institutional purposes.

Job Requirment

    Education & Professional Credentials:

    • Academic Background: Bachelor’s degree in Procurement, Supply Chain Management, Logistics, Business Administration, Economics, Commerce, Law, Engineering, or a closely related discipline from a recognized institution.
    • Certifications & Training: Professional certifications such as CIPS (Chartered Institute of Procurement & Supply) or equivalent credentials are a distinct advantage. Specialized training in donor procurement rules, contract management, anti-fraud protocols, sanctions screening, construction procurement, or humanitarian logistics is highly desirable.

    Professional Experience:

    • Work History: Minimum of 5 years of progressively responsible procurement or supply chain management experience, preferably within NGOs, UN agencies, donor-funded projects, or public sector entities.
    • Procurement Cycle Management: Proven track record in managing end-to-end competitive procurement processes for goods, services, and works—from initial planning to contract closure.
    • Compliance & Audits: Demonstrated experience facilitating bid committees, vendor due diligence, contract administration, donor compliance monitoring, audit support, and procurement reporting.
    • Contextual Knowledge: Practical purchasing experience in Afghanistan with a solid understanding of local markets, vendor risk factors, regulatory documentation, tax requirements, and commercial compliance.

    Technical & Core Competencies:

    • Procurement Principles: Deep understanding of core procurement values: transparency, fairness, competitive bidding, value for money, accountability, confidentiality, and segregation of duties.
    • Documentation & Financial Analysis: Proficient in drafting specifications, RFPs/ITBs, bid evaluation reports, purchase orders, contracts, and supplier communications. Strong numerical skills for price comparison, total cost analysis, tax calculations, and currency conversion.
    • Software & Communication: Advanced proficiency in MS Office (Excel, Word), email management, and ERP/procurement software platforms.
    • Languages & Soft Skills: Fluent in Dari and/or Pashto with strong written and spoken English proficiency. Excellent negotiation, analytical, problem-solving, and stakeholder management abilities, with a high capacity to remain impartial under pressure.
