The International Organization for Migration (IOM), or as it was first known, the Provisional Intergovernmental Committee for the Movement of Migrants from Europe (PICMME), was born in 1951 out of the chaos and displacement of Western Europe following the Second World War. Mandated to help European governments to identify resettlement countries for the estimated 11 million people uprooted by the war, it arranged transport for nearly a million migrants during the 1950s. From its roots as an operational logistics agency, it has broadened its scope to become the leading international agency working with governments and civil society to advance the understanding of migration issues, encourage social and economic development through migration, and uphold the human dignity and well-being of migrants.

Job Summary

 Under the overall guidance of the Resource Management Officer and direct supervision of the Senior Treasury Associate, the incumbent will be responsible and accountable for providing necessary financial support for the effective and efficient implementation of IOM activities in Afghanistan.

The IOM Jobs in Kabul - Finance Associate (Treasury) will have responsibilities that include:

 Assist with the control and monitoring of the treasury activities of the mission in accordance with IOM rules and regulations.

• Maintain sufficient funds at hand to cover recurring expenditures.
• Perform cash disbursements to staff/vendors after obtaining appropriate approvals.
• Perform regular cash count of country office to ensure reconciliation with PRISM/Oracle.
• Assist in recording bank transactions in IOM’s accounting system, if required.
• Disbursement of cheques to vendors as per scheduled date.
• Prepare billing statements for international staff members in coordination with other Finance Associates.
• Assist in tracking and clearance of staff’s vendor account including operational advances.
• Perform such other duties as may be assigned.

Job Requirment

Education: Bachelor’s degree in Business Administration, Accounting, Finances, or a related field from an accredited academic institution with two years of relevant professional experience

or

College Diploma in the above field of studies with four years of relevant professional experience.

 

Experience

• Experience in financial management support, i.e. accounting, treasury, banking and reporting.
• Experience in day-to-day bookkeeping, verification of documents and preparation of billing statements.
• Experience in Auditing is an advantage.
• Prior work experience with UN (United Nations) Agencies in a multi-cultural setting, International Non-governmental organizations in a multi-cultural setting, government institutions in a multi-cultural setting and the financial institution in a multi-cultural setting is an advantage.

 

SKILLS

• Knowledge of accounting systems i.e. SAP/Oracle and IPSAS (International Public Sector Accounting Standards).
• High level of computer literacy is required (MS office, specifically Excel).
• Ability to prepare clear and concise reports and to analyze and interpret source information and data.
• Good analytical and problem-solving skills.
• Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking.

 

Languages

• For this position, fluency in English is required (oral and written).
• Working knowledge of Pashto or Dari is required.
• Fluency in all national language(s) are highly advantages.
