Through a network of 7 regional zones and 34 provincial offices, with over 20,000 trained staff and volunteers, in collaboration with national and international organizations, the Afghan Red Crescent Society has managed to maintain its neutrality and has a reputation that enables its teams to carry out principled humanitarian actions across conflict lines, including in large parts of areas controlled by armed opposition groups. The Case Management and MHPSS Officer ( Kunduz ) will have responsibilities that include:

    Duties and Responsibilities:

    • Guidelines Implementation: Execute the Marastoon Case Management Protocols across all operational stages, including identification, intake, assessment, planning, service delivery, monitoring, and case closure.
    • Beneficiary Assessment: Identify and register individuals requiring case management services, conducting comprehensive assessments to evaluate needs, vulnerabilities, personal capacities, and potential risks.
    • Individualized Planning: Formulate tailored case plans in direct consultation with beneficiaries, establishing clear goals, actionable steps, and necessary support services.
    • Case Monitoring & Follow-Up: Manage assigned cases through regular progress reviews, tracking changes in beneficiary circumstances, resolving challenges, and determining required follow-up actions.
    • High-Risk Escalation: Identify complex or sensitive cases and refer them to the Case Management and Psychosocial Counselling Specialist for expert technical guidance.
    • Service Referral: Direct beneficiaries to appropriate external and internal services—including health, psychosocial, legal, protection, livelihood, and education—and monitor referral outcomes.
    • Inter-Departmental Coordination: Collaborate with psychosocial counselors, social workers, legal advisers, and healthcare teams to ensure seamless, integrated support for beneficiaries.
    • Data Management: Record beneficiary records, assessment details, action plans, referrals, and outcomes accurately and promptly within the Marastoon Case Management system.
    • Confidentiality & Data Protection: Enforce strict information security and data protection standards, ensuring sensitive personal data is accessed and shared solely on a need-to-know basis.
    • Review Sessions: Conduct periodic review meetings with beneficiaries to collect feedback, evaluate progress, and update individualized case plans accordingly.
    • Reporting: Compile and submit regular status reports detailing active/closed cases, service delivery, referrals, and key operational challenges to the designated supervisor.
    • Service Improvement: Analyze case data trends to identify recurring community needs and provide actionable recommendations for enhancing Marastoon services.
    • Exit Strategy Execution: Facilitate the beneficiary Exit Strategy, ensuring safe case closure once objectives are met and beneficiaries are prepared for independent living and social reintegration.
    • Safeguarding & Ethics: Apply Do-No-Harm principles, human dignity, informed consent, and PSEAH standards across all interactions, reporting protection concerns through proper channels.
    • Capacity Building & Collaboration: Participate in case review meetings and capacity-building sessions, support team members, and perform additional duties as assigned by the supervisor.
    • Cultural & Religious Compliance: Observe all local cultural and religious norms, including the appropriate workplace observance of Hijab during all staff and beneficiary engagements.
    • Asset Stewardship: Ensure the responsible handling, protection, and maintenance of all organizational equipment, materials, supplies, and assigned vehicles.
    • Regulatory Compliance: Execute additional assigned duties in strict accordance with Afghan Red Crescent Society (ARCS) regulations and Human Resources Department policies.

Job Requirment

    Job Requirements:

    • Educational Background: Bachelor’s degree in Psychology, Psychological Counselling, Social Work, Law, Social Sciences, or a closely related discipline is required.
    • Professional Experience: Minimum 3 years of hands-on experience in Case Management, Mental Health and Psychosocial Support (MHPSS), Social Work, Protection, or Legal Aid programs.
    • Core Competencies: Demonstrated experience in conducting comprehensive needs assessments, formulating tailored case plans, and executing systematic case follow-up procedures.
    • Domain Knowledge: Solid understanding of protection principles, MHPSS frameworks, confidential data handling, and structured referral pathways.
    • Risk Assessment: Proven ability to recognize high-risk or complex cases and execute timely escalations to designated supervisors or specialized service providers.
    • Information Management: Capacity to accurately register, track, update, and maintain beneficiary files and case histories.
    • Technical Tools: Practical familiarity with digital data collection tools (e.g., KoboToolbox and MIS platforms) is a distinct advantage.
    • Reporting Skills: Ability to generate concise, timely case reports and leverage case data to enhance service quality and follow-up activities.
    • Interpersonal Skills: Strong active listening, analytical problem-solving, team collaboration, and interpersonal communication capabilities.
    • Ethical Standards: Absolute commitment to maintaining confidentiality when handling sensitive beneficiary records and personal data.
    • Language Proficiency: Fluency in spoken and written Dari and Pashto; functional working knowledge of English is an asset.
    • Computer Literacy: Proficient in Microsoft Office suite and operational information management software.
    • Mobility: Readiness and capacity to undertake project-related travel as required.
