Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of the Ministry of Economy with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.
ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-managed, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion.
ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces as well, as to transform itself into a leading and developed organization that will deliver to and supports a large number of people who have been affected by the long-protracted and sudden on-set emergencies in Afghanistan.
To be successful, it is of vital importance to build local trust, offer solutions that are acceptable in a male-dominated society, and comply with traditions, customs, and Islamic values. As well, at the center of ACDO operations is to enable women, a significant but marginalized group in society, to actively participate in civic life and decision-making.
Job Summary
The Program Manager will work directly under the direction supervision of Program Head/Deputy Executive director.
The Program Manager Job at ACDO in Kabul will have responsibilities that include:
- Lead a collaborative process with the Program Director, Deputy Executive Director, execute decisions effectively in matters related to the all ACDO program and ensuring that the PD and DED are informed of all the developments in a timely and effective manner.
- Prepare concept note and project proposals in response to RFPs, RFAs, CfPs, and EoIs.
- Build strong relationships with donors and clients, focus on impact & result and respond positively to feedback.
- Maintain strong relationships with a diverse range of stakeholders that are important collaborators in the implementation of the projects and lead ACDO engagement with government and non-government agencies, embassies, donors, community and other stakeholders.
- Mobilize public and private sector donors to support the mission of organization and provide strategic guidance for resource mobilization and advance the development of new funding streams for ACDO.
- Establish and maintain a positive relationship with staff, management, local authorities, funding agencies, NGOs and INGOs at national level.
- Prepare, review and update ACDO strategic plan, policies, procedures, guidelines, framework, road-map and required mechanisms.
- Prepare and review monthly, quarterly, project final reports, annual report, and other required documents.
- Lead the performance management process that measures and evaluates progress against goals for the projects.
- Provide programmatic leadership and direction to the Program and Project team.
- Ensure that the projects are responsive to the needs of communities, and relevant government counterparts.
- Oversee the planning implementation and management of the project and ensure the project’s programmatic integrity and work closely with the project monitoring and evaluation team to ensure an effective, efficient and responsive internal project monitoring and evaluation system.
- Ensure that the activities implemented are of good quality and relevant to the mission and vision of the organization.
- Work with the program, communication and advocacy team to organize annual program and communication and advocacy forum and other policy events on ACDO issues including acting as an ACDO spoke person when required.
- Support the program team and communication unit in preparation of communications material, success stories, quarterly reports, project final reports and organizational annual report.
- Display cultural, gender, religion, race, nationality and age sensitivity and adaptability and Treat all people fairly without favoritism. (Do No Harm)
- Formulate and manage budgets, manage contributions and income generation, manage transactions, conduct financial analysis, reporting and cost-recovery and cultivate the values of the Trust within the organization.
- Assess, promote and document ideas for technical improvement and further program development options.
- Support the communication unity in preparation outreach and communication documents.
- Any other related task as assigned by line manager and/or Senior Management Team (SMT).
Job Requirment
Qualification:
- Minimum Bachelor’s Degree in business administration/ social sciences, or equivalent, MA preferable.
- Master degree with 5 years of relevant experience, or Bachelor degree with 7 years of relevant experience.
- Experience in the relevant or similar position in humanitarian projects is required.
- Ability to conceptualize, design and plan for projects and to prepare reports and proposals.
- Ability to build strong lines of communication with stakeholders and within the team.
Skills:
- Ability to cope well under pressure, work irregular hours and meet tight deadlines.
- Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures.
- Strong leadership and people management skills.
- Report writing and communication skills.
- Deadline-oriented.
- Critical thinking and problem solving skills.
- Experience in capacity building and training of staff.
- Experience in needs assessment, project monitoring and evaluation, and program development.
- Good knowledge in child education system in Afghanistan.
- Coordination skill with government officials, and local elected bodies, NGO’s, project experts and concerned community members.
Language skills:
- Fluent oral and written skills in English;
- Fluent in Pashto/Dari
