Job Description:
Central Medical Stores (CMS) in low-income countries are usually the backbone of public health procurement and distribution models. The roles of the CMS have generally included the receiving, storage and distribution of pharmaceuticals in the good manner, in safe way, secures the quality of medicines and Laboratory materials, and have cold chain system for temperature sensitive items (2-8 Celsius) up to minus 30C Handling of inventory commodities, and distribution to various sections of the national public health system; these models have all the necessary components for a supportive supply chain for healthcare delivery in practice.
MoPH’s Central Medical Stores (CMS) is Afghanistan’s sole public entity for the receipt, storage and distribution of essential medicines and commodities. The Ministry of Public Health Central Medical Storage (CMS) is established in 1971 at 10000-meter square are. The CMS wishes allocate a separated stock for the management of the covide19 relevant items as well. The CMS is one of the important department in the MoPH framework and has good practice in receiving, storage and distribution of medicines, consumables and equipment especially about ATM and RRL related items for the Center and field level/RMS, the CMS has experience of MoPH`s several projects and about 8 vertical projects including Covid19.
Purpose of the Post:
The CMS Technical Consultant is responsible to provide technical assistance to the CMS and Regional Warehouses technical and management team to improve the CMS/Regional Warehouses management, inventory management, databases and reporting system.
The CMS Technical Consultant is responsible to develop the Standard Operation Procedures (SOPs), warehouse checklists and training materials for improving of standards in the CMS/Regional Warehouses. And also S/HE is responsible to build the capacity of CMS/Regional warehouses technical staffs through conducting of good storage practice trainings. The CMS Consultant is responsible for supervision of the CMS/Regional Warehouses, IT Technicians and Warehouse operation assistants as well.
Duties & Responsibilities
• Responsible for overall GF project in the CMS for receiving, storage and distribution of medicines, consumables and equipment especially about ATM and lab/RRL related items.
• Supervise the CMS/Regional Warehouses, IT Technicians and Warehouse Operation Assistants.
• Prepare the annual, quarterly and monthly implementation reports and plan
• Establish a well-organized Warehouse in CMS and Regional, provinces.
• Install and utilize PLMIS, stock and inventory and Improving the filling system
systems
• Establish a well-organized medicine receipt, dispatch and distribution system
• Attending at all related meetings, workshops, conferences, trainings and seminars.
• Develop the Receipt, Storage and Distribution SoPs and related trainings.
• Develop the Stock management /Good Storage Practice Training Materials
• Conduct good Storage Practice Trainings Also Supervision and on the job training of CMS/Regional Warehouses staffs.
• Responsible for repair work (Biomedical), equipment installation Good coordination and communication with GFCU and CMS team
• Prepare periodic progress reports as requested by the GFCU and CMS.
• Functionalize and maintain databases in CMS.
• Other operational tasks as may be assigned by the GFCU and CMS.
Qualification:
1) The candidate must have Bachelor degree, MD or Pharmacist from Recognized University.
2) The candidate must have minimum 5 years related experience in warehouse management.
Educations:
Essential: Bachelor degree, MD or Pharmacist from Recognized University.
Desirable: Master degree in public health and management experience with the government or national/international organizations
Experience:
Essential: 5 years of related experience.
Desirable: Relevant experience in the warehouse management, proposal written & UN system.
Competencies:
Functional Skills and Knowledge:
1) Good Knowledge of the Afghanistan health system
2) Fluency in English, Pashto and Dari Language is must.
3) Willingness to work long hours and weekends and complete the deliverables on time
4) Must have good command of computer skills
5) Excellent communication and report writing skills
Languages: Very good knowledge of English and the local language.
IT Skills:
– Good knowledge of Microsoft applications.

Screening of the candidates;
Long List – The candidates shall be longlisted base on the minimum qualifications and relevant experience to the Vacancy Notice (VN).
Short List – Further shortlist shall be done base on years of relevant experience, higher education and required skills.
Assessment method:
WHO may conduct written/presentation and interview or combination of the mentioned mediums to select the most qualified candidate.
