The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job purpose

Shelter Engineer is one of the senior technical staff in the field for implementation of shelter interventions. Shelter Engineer will be responsible for the assessment of the building as well as responsible for giving technical guidance and supervisions to the technicians/masons, social mobilizers, volunteers as well as community people and beneficiaries. Apart from this, Shelter Engineer will plan and take lead in the safe shelter awareness raising campaign as well as work in the mobilization of other technical and social staffs.

Job duties and responsibilities

  • Assess the HHs whose shelter is damaged due to the earthquake, using the cluster standard tool.
  • Conduct damage assessments and needs assessments related to Shelter.
  • Prepare beneficiaries agreement with beneficiaries for construction of shelters.
  • Design/amend community appropriate shelters and provide technical supervision and guidance.
  • Assist the community in the preparation of bill of quantities as well as in the calculation of the associated costs.
  • Follow the standard procedure for construction of shelters.
  • Supervise and monitor the construction of shelters and provide necessary feedback to beneficiaries for the quality construction.
  • Ensure that beneficiaries receive the cash for constructing their own shelter based on the progress percentage.
  • Perform market assessments related to shelter and NFI’s items.
  • Ensure safety measures are in place at the construction sites.
  • Ensure that activities are planned successfully according to relevant quality standards and work in close collaboration with the Emergency Shelter and NFI Cluster.
  • Provide relevant technical expertise/guidance to ensure that technical quality and standards are maintained during project implementation.
  • Ensure age, gender and diversity approach to Shelter & Settlement is consistently applied through community and rights based participatory methods.
  • Work proactively to ensure that the projects are responsive and relevant to community needs.
  • Ensure a sustainable and environmentally friendly approach to Shelter.
  • Provide support to ARCS in relation to the Shelter interventions.
  • Providing monthly and progress reports of the intervention to the Shelter Coordinator.
  • Mobilizing the mason/technician and social mobilizer for the Shelter construction.
  • Assist in tender processes and contract administration for construction services (evaluation, design, engineering, site supervision and/or management, construction works) in accordance with IFRC / National Society standard procedures and existing regulations in country.
  • Responsible to provide any additional supports if required/assigned.

Position Requirements

Education

Bachelor’s Degree, in shelter-related sciences (E.g., Civil or Architecture Engineering

 

Experience

 

Required 

Minimum 3 years of relevant experiences.

 

Experience in international organization – UN Agencies, INGOs, IOs, Donors, Red Cross Red Crescent.

 

Experience in working in humanitarian interventions including large complex operations and/or development programmes.

 

Experience in working with External Stakeholders.

 

Knowledge and Skills

Required 

Strong knowledge of MS office and Engineering software.

Effective IT skills including word processing and spreadsheet.

Good capacity building and management skills, including human resource and financial management, communications, and intercultural cooperation skills.

Strong capacity-building, technical, supervisory, and problem-solving skills, and proven ability to work in shelter project management.

Strong leadership, supervision, management, project planning, monitoring and evaluation, analytical interpersonal, and communication skills

Strong budget management and reporting, skills; and an ability to oversee multiple awards from a variety of donors

Good interpersonal skills with ability to travel field based on need.

 

Languages

Required 

Proficient in spoken and written English

 

Knowledge of local language i.e., Dari and Pashto.
