Job Description:
Under direct supervision of the Rural Development Project Manager the Senior Microfinance Officer is responsible for supporting the professional and efficient implementation of field level microfinance activities including capacity building of RDP relevant staff, CDCs, and Business Associations. The Senior Microfinance Officer supervise field staff for planning of activities. He /She maintains close cooperation with the targeted local communities district manager and local authorities and line departments mobilize to take active part in the planning and implementation of activities as well as will take necessary steps to improve microfinance and micro businesses when it comes to linkages communications joint visits and networking.
 Main Responsibilities:
- Undertake the target groups assessments for business development areas, data collection tool for the measurement of project microfinance activities implementation impact.
- Maintain training data (qualitative and quantitative) and do analysis regularly to make sure planned activities and trainings improve skills and knowledge of the target groups in business proposals and applications writing.
- Assist in the development of assessment tools for the identification of potential products and markets.
- Develop training module conduct and facilitate training and workshops for the project staff, CDCs and local authorities as per the workplan and training need assessment result.
- Develop a public outreach plan for target groups to improve linkages and communication between target groups and supportive financial markets.
- Coordinate the implementation of the microfinance supports to target groups and analyse its result within the protentional markets.
- Conduct regular field visit troubleshooting monitor and supervise social organizers training and provide regular feedback for program improvement.
- Provide technical support to the implementation of microfinance activities.
Document lessons learnt from implementation and actively contribute to revision of guidelines and manuals. - Assist the Project manager at the stage of developing annual workplan budget and result framework and implementation of annual work plans and M&E plans.
- Ensure that SCA financial interventions supports the target community diversify their incomes sources in a sustainable manner.
- Ensure that after SCA exit a long-lasting rural targets incomes will remain in target communities.
- Develop a monitoring system to ensure goals and objectives specifically in financial interventions are achieved within the given timeframe and approved budget.
- Prepare and submit annual and/or quarterly SCA financial supports plan and follow up the timely delivery of inputs.
- Prepare project reports as required by the supervisors in a timely manner.
Oversee implementation of project activities and ensure that project targets and grant objectives are met. - Ensure that the Gender Equality (GE) is integrated as an effective crosscutting theme into the project activities.
- Assist Project Manager in development and implementation annual work plans and M&E plans pertaining to Microfinance activities.
- Visit project sites to track progress and ensure proper implementation of project activities.
Document project activities project updates future plans success stories achievements best practices and lessons learned. - Effective communication with project staff to ensure staff understand their roles and responsibilities and are able to successfully perform their duties.
- Ensure that organizational security measures and directives are integrated into project activities.
- Assist project in the selection of beneficiaries and supervise data collection; and
Ensure that proper community development practices and ´Do No Harm´ practices are incorporated and upheld throughout the planning and implementation of the project.
Qualification:
- Bachelor’s degree from recognized college or university in Business Administration, Microeconomics, Agriculture Economics, and other relevant degree with related professional field.
- 3-5 years relevant work experience within international organizations, NGOs, UN agencies or similar organization.
- Computer skill at operator level especially with MS Office packages.
- Fluency in English and Pashto both written and spoken.
- Interpersonal and communication skills
- Supervisory team worker analytical and troubleshooting skills.
- Experience of planning reporting and budgeting
- Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
- Honest proactive and well mannered.
- Familiarity with the Eastern region where SCA operates
- Ready to work live and travel in an intricate and strenuous environment
- To be an Afghan citizen
