Level 2:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The FSL Sr. Officer with support from FSL Program Mamager will implement the livelihood (MPCA) activities planned under Save the Children’s BHA grant. The post holder along with FSL Officer, FSL assistants and other project team will closely work with project beneficiaries to provide beneficiaries with capacity building and livelihood assistance.

Role Dimensions: The post holder will establish good working relationship with project stakeholders such as department governments, UN agencies, and community members.

KEY AREAS OF ACCOUNTABILITY :

The main areas of accountability and responsibility of this post is to implement the FSL (MPCA) component of Save the Children’s BHA grant in designated province (Sar-r-Pul). Details are below.

  • Hold coordination meeting with the related sectorial departments such as DoE, DoRR & ANDMA at the initial stage of program kick off and during program implementation.
  • Assist with provincial team to plan and conduct project kick off meeting at provincial level.
  • Explain project proposal, log-frame, and implementation modality to provincial staff.
  • Review and confirm area mapping process, mobilization, selection, and verification procedure presenting by local staff.
  • Support project team on daily project implementation and regular follow up with provincial team to manage implementation in line with work plan and project scope.
  • Have the ability and knowledge on cash based programing and intervention for food security and livelihood.
  • Coordination CTP activities internally with SCI supply chain, finance, and MEAL departments.
  • Support the FSL Program Manager in development of project procurement plan and project detailed implementation plan.
  • Beside this She/He will be responsible to coordinate and integrate project activities with other components of the grant.
  • Support Program Lead to review and approve final list of beneficiaries
  • Develop project weekly and monthly narrative reports and submit them to Livelihood Project Coordinator timely.
  • Coordinate with FSP (Financail Service Providers) on safe facilitation of cash distribution.
  • Coordination and collaboration with financial service provider on cash disbursement and cash out plan.
  • Support local team to develop a comprehensive cash distribution plan and get sign off of program lead.
  • Support cash tranfering program and cash distribution in the field for the targeted benefieiasrs in the area.
  • Collaborate with FSL officer, FSL Assistants, (community mobilizers) and MEAL staff to design community mobilization strategy and project implementation plans – including all technical specifications.
  • Support market assessment and price monitoring in the project that will take place in the implementation province.
  • Support implementation of project baseline, mid-term, and final evaluation.
  • Assist joint monitoring visits with the government officials (Provincial/district relevant authorities) to the project sites.
  • Establish positive working relationships with local communities, provincial/district government officials such as line departments.

  • Ensure that all projects are equipped with MEAL systems like quality benchmarks,  billboards,  posters to exhibit MEAL messages for activities
  • Ensure action plans from quality monitoring and accountability systems are generated and implemented in timely manner collaboration with MEAL team
  • Contribute to generation of lessons through finalizing issues for Operations Research and participating in lessons learnt workshops and provide report.
  • Ensure that projects are reported against the M&E Plan

Monitoring, Evaluation, Accountability, and Learning

Ensure that all projects are equipped with MEAL systems like quality benchmarks,  billboards,  posters to exhibit MEAL messages for activities

Ensure action plans from quality monitoring and accountability systems are generated and implemented in timely manner collaboration with MEAL team

Contribute to generation of lessons through finalizing issues for Operations Research and participating in lessons learnt workshops and provide report.

Ensure that projects are reported against the M&E Plan

Qualification:

University degree in development studies, social science, or any other relevant technical credential

EXPERIENCE AND SKILLS

At least 2-3 years experience in the relevant filed & strong expertise in food security/ cash distribution programming for HCs, returnees and IDPs

Essential

  • At least 2-3 years experience in the relevant filed & strong expertise in food security/ cash distribution programming for HCs, returnees and IDPs
  • Maturity and confidence in dealing with the staff of government institutions, and communities.
  • Excellent communication (both oral and written) in English and local languages, people skill for conflict resolution and negotiation.
  • Computer proficiency, especially related to professional office software packages
