Assignment

ACTED is seeking an experienced candidate, who has previously managed field teams of staff in implementing quantitative and/or qualitative assessments – ideally in a humanitarian setting. Under the supervision of the Regional Field Coordinator, and in Coordination with the Field operation team, the Senior Field Officer will manage all operations for REACH’s field activities. The candidate should both be comfortable in managing teams of Enumerators as part of field research, and also representing REACH in local project coordination with other field-based Field Officers from other organisations for project implementation, to ensure that activities are implemented in line with the project goals.

Duties and  responsibilities:                          

Under the line-management of the Regional Field Coordinator, the Senior Field Officer will fulfill the following functions:

  1. Data Collection in the Field
  • Manage data collection in regional level in line with specified tools and methodology.
  • Recruitment data collectors/Enumerators within regional level under direct supervision of RECH Deputy/Field Manager.
  • Assure that data collection takes place according to plan, and based on the work plan designed.
  • Communicate any delay in data collection, due to security events or any other challenges that impede work in the field.
  • Follow up and ensure that Field Officers and Enumerators comply with deadlines of all requested work.
  • Conduct debriefings with Field Officers and enumerators in the field as needed.
  • Assure the quality of the data collected based on REACH quality standards.
  • Responsible for all distributed smart phones to the enumerators.
  1. Staff Management and Training of Field Officers
  • Train all Field Officers and Enumerators on data collection, sampling, survey methods, and other training topics as required by the REACH Field Manager, Assessment Managers/Officers, and Program Managers.
  • Responsible for regional weekly and biweekly plan.
  • Assure the attendance of Field Officers/ Enumerators at trainings, and any other mandatory meetings, sessions etc.
  • Enforce Field Officers and Enumerators’ compliance with the ACTED code of conduct in Afghanistan.
  • Enforce Field Officers and Enumerators’ compliance with the ACTED safety and security measures in Afghanistan.
  • Timely flag any issues with the Field Officers Enumerators, deadlines, or anything influencing the data collection at field level.
  • Report any misconduct from the Enumerators that affects the field work and safety of the assessment activities.
  • Assure Field Officers/ Supervisors and Enumerators attendance at their monitoring sites.
  • Any other official tasks assigned by direct line manager.
  • Perform any admin, finance, and logistic tasks, if needed.
  1. Coordination
  • Provide timely updates to the regional field coordinator.
  • Coordinate assessment schedules with potential partners in the field, as well as arrange assessment dates, and communicate any challenges and blockages to the REACH Field Manager and REACH Country Operation Manager
  • Coordinate and communicate all field activities with Security, local governmental authorities when required.
  • Update the humanitarian access situation withing regions/provinces.
  • attend all line departments and PDC meetings in regional provinces.
  • Responsible for submitting all biannual and activities report to governmental line departments and DoECs in regional level.
  1. Safety and Security
  • Ensure that Field Officers and enumerators follow ACTED safety and security protocols and norms inside Afghanistan.
  • Coordinate and liaise with the REACH Field Manager and REACH Operation Manager.
  • Communicate any security incidents or circumstances that may have a direct influence on the implementation of the programs.
  • Ensure that data collected is removed from the field – on paper or smartphone platforms – as soon as the data has been transferred to the Data Unit
  • Ensure the privacy and security of the information collected in the field.

The Senior Field Officer will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to REACH/ACTED and its partners, or collected during his/her assignment with REACH/ACTED.

Qualification:

  • Bachelor Degree is required (Master degree will be preferred)
  • At least 3-5 years of relevant working experience in humanitarian, or development, through either research, evaluation, assessment, M&E or programs
  • Willingness to travel extensively to lead data collection across region covered by designated Regional and Kabul offices.
  • Previous experience with data collection in the field, including mobile data collection platform.
  • Familiarity with communities in which data collection will be implemented
  • Strong understanding of proper data collection procedures, and data security practices
  • Strong understanding of principles of community accountability
  • Good organizational, communication, and interpersonal skills
  • Ability to think creatively in terms of tool and process development
  • Flexibility and adaptability to ever-changing needs and responsibilities
  • Familiarity with the aid system, and an understanding of donor and governmental requirements is an asset
  • Ability to work both independently, and as part of a team
  • Fluency in English required
