Job Description:

The position is needed for the DEC Phase 2 project to support the project manager in day-to-day operation of the project activities in Kandahar. The main areas of focus for the Project Officer will be to follow up and assist the Project Manager in achieving the following key activities and report the findings, update and progress made to Project Manager. The position holder will follow up, assist, and help to provide administrative, logistics and operation support in the following areas:

  1. Provision of waste management equipment to health facilities
  2. Space management and renovation of the building of health facilities,
  3. Provision of solar energy systems to ensure continued availability of the electricity in health facilities,
  4. Rehabilitation of the WASH system as well as to ensure the effective waste management system.
  5. Provision of medical and non-medical equipment and outbreak response kit to health facilities.
  6. Duties and responsibilities
  • Assist Project manager in developing inputs for budget, concept, proposal, etc… at central level.
  • Assist to coordinate the project implementation as per the instruction of the project manager.
  • follow up day to day operation of the project, including leading on coordination with the provincial project team.
  • Follow up to ensure that all activities are implemented on timely manner.
  • Help M&E in monitoring project operation which is implemented by direct CARE staff in targeted province/districts and communities.
  • Raise and process PRs, follow up with procurement & logistic and make sure timely payment to vendors.
  • Follow up procurement plan to ensure timely proposing and delivery of goods/services and project needed equipment or materials.
  • Arrange project related files in soft and hard.
  • Follow up with Project and other field staff and ensuring they receive all essential support from Kabul.
  • Effective follow up of day-to-day project activities by providing timely essential support to the project provincial staff.
  • Establish/Maintain good relationship with other departments and stakeholder.
  • Assist the project manager to prepare all required reports timely and accurately.
  • Perform any other administrative, procurement and logistical task as assigned by her direct supervisor.
  1. Key relations  
  • Reports to the Project Manager.
  • Collaborate with project team, including field engineer, medical doctor and other project staff as well and staff from other projects.
  • Ensure coordination of project activities with at central and provincial level.
  • Contribute to all new initiatives, data collection, gathering the relevant data and information.
  1. Key Results Expected 

The Project Officer works directly with Project Manager and provincial team for project implementation. Travel to province when required.

Skills and Experience:

  • Good command of written and spoken English, Pashto and Dari and proficiency in MS Office package.

Education: 

  • University graduate in Economics, management, BBA, public administration, law, and other closely related field in social science.

Work Experience:

  • At least three years of working experience in the same or similar position with national and/or International organizations.

Languages Skills:

Very good in written and spoken Dari/Pashto and English languages.
