Job Description:

HMIS has established Electronic Medical Record (EMR) in 2008 in Ms. Access platform and piloted in 2 hospitals in Kabul. Later on, HMIS with support of URC organization took the initiative to the next level which upgrade it to SQL + Web application and implemented in 4 hospitals in Kabul. This EMR was multi-instance which means it has to be installed in each hospital. So after 2014, there was no support for EMR except technical support of HMIS. HMIS with few developers barely could provide support to hospitals as it required physical visit of hospitals. MSI showed welling to support the EMR and collaborated through Excellency DMPP office of MoPH to support EMR. A developer has been hired by MSI to work on EMR. The EMR upgraded from Asp.net to Asp.net MVC 5 and from multi-instance to multi-tenant (In multi-tenant system, there is unique system in which all hospitals virtually exist and all hospitals have access to one system. This system is currently implemented in 21 hospitals in 18 provinces across Afghanistan.

Based on an assessment of electronic medical record systems presently in use – and in consideration of international best practice – this post aims at the implementation of a standard EMR system for central and provincial hospitals in Afghanistan. The EMR system has manifold advantages as compared to traditional systems of patient registration. EMR provides comprehensive and instantly available patient data to authorized users, thus enabling them to adjust treatment schemes or to ensure compliance with standards and clinical pathways, also to generate accurate information for evidence-based decision-making at an operational as well as policy level and/or for medical research. Once established, the EMR system will substantially contribute to an improvement of the quality of treatment and care in central and provincial hospitals – leading to a reduction in morbidity and mortality among hospital patients in Afghanistan.

Duties & Responsibilities

• Work closely with the EMR development team and ensure the customization of the EMR system is as per the national HMIS requirement.

• Work closely with EMR implementing health facilities and ensure a successful implementation of the EMR system.

• Develop EMR implementation plan for targeted hospital in cooperation with HMIS team

• Implement EMR system in planned hospitals

• Conduct EMR training to hospitals staff

• Take part in Conducting needs assessment of hospitals

• Complete activities associated with system updates and upgrades

• Respond to ROI (release of information) requests for medical records

• Develop and implement new ideas for improvement in conjunction with user areas; offer solutions to improve workflow

• Maintain medical records software

• Work closely with HMIS/DHIS2 team to export EMR data into DHIS2 or other warehouse/software

• Update the system with most updated changes

• Take and keep the backup of the system

• Prepare monthly and yearly report of the EMR information

• The system is up to date and match with hospital reporting formats

• Provide technical assistance to EMR end users/ Support hospital and fulfil their requirement to fully implement EMR system by working together with all stakeholders.

Qualification:

) The candidate must have University degree in (Health Informatics, MD, Public Health, Computer Science etc) Master degree will be preferred.

2) Minimum 7 years’ experience in relevant area and experience of working with national and international organization.

Educations:

Essential: University degree in ((Health Informatics, MD, Public Health, Computer Science etc) .

Desirable: Master degree in related fields.

Experience:

Essential: 7 years of experience for Bachelors and 5 years of related experience for Master degree.

Desirable: Proven experience as software architect and database development & hospital Information systems.

Competencies:

Functional Skills and Knowledge:

1) Must have good command of computer skills

2) Excellent communication and report writing skills

3) Good Knowledge of the Afghanistan health system (HMIS & DHIS2).

4) Willingness to work long hours and weekends and complete the deliverables on time.

5) Very good knowledge of English and the local languages

Languages:

1) Fluency in English, Pashto and Dari Language is must.

IT Skills:

– Good knowledge of Microsoft applications.

Criteria / Procedure

 Screening of the candidates;

 Long List – The candidates shall be longlisted base on the minimum qualifications and relevant experience to the Vacancy Notice (VN).

 Short List – Further shortlist shall be done base on years of relevant experience, higher education and required skills.

 Assessment method:

 WHO may conduct written/presentation and interview or combination of the mentioned mediums to select the most qualified candidate.
