The International Committee of the Red Cross (ICRC; French: Comité international de la Croix-Rouge) is a humanitarian organization based in Geneva, Switzerland, and a three-time Nobel Prize Laureate. State parties (signatories) to the Geneva Convention of 1949 and its Additional Protocols of 1977 (Protocol I, Protocol II) and 2005 have given the ICRC a mandate to protect victims of international and internal armed conflicts. Such victims include war wounded persons, prisoners, refugees, civilians, and other non-combatants. The ICRC is part of the International Red Cross and Red Crescent Movement, along with the International Federation of Red Cross and Red Crescent Societies (IFRC) and 192 National Societies. Job Summary

The Head of Office manages an office and its operations in accordance with the strategies, objectives, programs, and action plans, defined by the (sub-) delegation it reports to.

Head of Office in Ghazni covers five provinces: Ghazni, Maidan Wardak, Logar, Daikundi, Bamyan.

The ICRC Jobs in Afghanistan (Head of Office) will have responsibilities that include:

The Head of Office Ghazni is responsible for the implementation of ICRC activities and the monitoring of the situation in the provinces of Ghazni, Maidan Wardak, Logar, Daikundi, Bamyan. His responsibilities aim at:

• Managing and supervising the ICRC office in Ghazni.
• Maintaining and developing the network of ICRC interlocutors in the area of responsibility.
• Providing a security analysis in the area of responsibility and managing the ICRC's security in the field, based on a solid knowledge of the political, social and economical dynamics in the area of responsibility.
• Coordinating the activities of all other ICRC departments and providing operational support to them for their activities in the area of responsibility.
• Supporting and if required conducting detention activities in the provinces covered.
• Maintaining a close coordination with Afghan National Society on joint activities.

Networking:

• Maintain and develop a network of various interlocutors such as provincial Afghan authorities, armed forces (international and national), religious authorities, tribal elders, Afghan National Society Heads of Branches, NGOs and other relevant actors working in the area of responsibility.

Situation Analysis and Security:

• Provide a deep analysis of the security situation as well as economic, political and social dynamics inside the area of responsibility in coordination with the head of sub delegation.
• Set the security rules for the office in Ghazni, and all 5 provinces.
• Obtain security guarantees for the teams working in the area of responsibility.

Support to other departments:

• In close cooperation with the Departments concerned, contribute to the implementation of the strategies and programs (Economic Security, Protection, Health, Water and Habitat, Cooperation, Communication, Forces Armed Security) in the area of responsibility.
• Coordinate the activities of the various departments in the area of responsibility and support them in the development and implementation of their programmes.
• Supervises and coordinates protection activities in Ghazni area of responsibility, particularly in the field of protection of civilian population (PCP) in terms of engagement with main stakeholders from the affected community, local authorities/arm carriers. Develops analyses of the context and contributes to designing of action to response to the identified needs in Protection of civilian population in Ghazni area of responsibility.
• Supports in coordination of detention visits or assistance activities in detention Ghazni area of responsibility with AFC protection/detention.

Cooperation:

• Maintain close relationships and coordination with Afghan Red Crescent (ARCS) Head of branches in his/her area of responsibility, especially Ghazni Branch. All decision making in terms of joint activities are prepared / agreed at Afghan National Society Regional / HQ level.

Administration:

• Supervise and support the Administrative Assistant in the management of the administrative files in the Ghazni office.
• Follow up logistics issues.

Reporting:

• Contribute to the institutional reports.

Job Requirment

• University degree in a relevant field such as management, political science, and international relations.
• Fluent (min C1) in English and fluent in local languages (Pashto, Dari)
• Computer proficiency
• Typically, 4-6 years' of relevant professional experience
• Staff management experience is an asset.
• Good understanding of ICRC programs, especially Protection
• Experience in an ICRC operation is an asset.
• Sound knowledge of the political, social and media environment in the country/region covered.
