Job Description:

Under the direct supervision and guidance of Finance Manager, the finance officer is primarily responsible for accounts reconciliation and day-to-day operations are performed according to WASSA financial policies and donor guidelines.

Duties and Responsibilities:

Specific responsibilities and duties include but are not limited to the following:

Responsibilities Donor Budget Management & Reporting:

  • Preparation and maintenance of the Project Budget to ensure data is complete and maintained on a timely basis.
  • Work with the project team to ensure that all donor related information is disseminated to project, finance and logistics staff as well as partner to enable them to abide by donor rules and regulations in coordination with project staff and partners prepare and regularly update the spending plan.
  • Regularly field visit to monitor the partner financial system and spot check of the financial documents.

Financial Management:

  •  On a monthly basis prepare Budget Versus Actual reports for both fees and reimbursable reports and send to Finance Manager and to other relevant staff.
  • The expenditure report should include a brief commentary on matters arising as identified from the report.
  • To serve as a liaison to other departments for accounting-related matters and its settlements, as well as identify discrepancies in documents and reports;
  • To prepare financial reports and performing analysis as requested by management and responsible for quarterly, semiannual and annual reporting, including financial statement preparation, and other disclosures, as well as internal, external and special audit.
  • To forecast and monitor expenditures of the project and communicate results with Finance Manager.
  • To reconcile and cross check financial data in financial software QuickBooks, run complex financial reports, and prepare basic management information records.
  • To review budget and actual expenses and forecasting results on an on-going basis and communicating status to Finance Manager on time.
  • Prepare quarterly, semiannual and annual financial and narrative reports as per donor requirements, ensuring it is complete, accurate and produced on a time to ensure adequate review, approval and submission to the Project Manager.
  • Prepare and consolidate monthly invoice and expense projection.
  • To analyze & review accounting transactions and ensure their completeness and accuracy.
  • Analyze differences of the projections and actual spending and submit adjustments as required.
  • Monitor cash flow, prepare cash flow forecasts (consolidate with partners)
  • Prepare reports, memos, letters, presentation and other documents, using word processing, spreadsheet, MS project, MS power point, database, etc for financial matters.
  • To perform any other activity as directed by supervisor/line manager

Partner Financial Reporting:

  • Coordinate the consolidation of partner financial reports and in the specific donor formats.
  •  Setting up financial templates for partner to report on Manage and monitor expenses vs project budget, highlighting variances and resource allocation to Project Director and Project Coordinator
  • Coordinate with all partners for review of sub-grantees’ financial reports, submit payment requests to finance and overall financial oversight. (This includes integrating reports, providing financial advice based on Donor rules/ financial guideline to partners)
  • To supervise and follow up Partner project finance staff to ensure sound systems and procedures are in operation and are regularly reviewed and updated if necessary.
