Job Description:
The Field supervisor is responsible to participate and assist project manager and provincial manager in preparation of provincial, community and district level operation plans. He is responsible to implement plan for awareness rising, capacity build health staff and provide technical support to MHNTs under UNFPA project in different stages like implementation, supportive supervision, projects status report preparation etc.), and ensures that project is implemented according to agreed project work plan, indicators and targets reflected in technical proposal.

- Collaborate with Paktia provincial office management concerned entities/departments in the province to make sure that all project activities are executed as per project scope of work and CARE Afghanistan administrative/financial/procurement and security policies and regulations.
- Actively contribute to project team meetings, to ensure that the project interventions are implemented in effective and efficient manner and the project goal and objectives are met
- The Field Supervisor is exclusively accountable for regular supportive supervision of all SPDs both in Gyan and Barmal districts, maintain administrative documents of project staff in the field, ensure supply of all medical and non-medical supplies to MHNTs with the support of CARE Paktia sub office, report project activities to project manager and maintain close working coordination with local communities and authorities.
- Responsible for mapping and selection of local community mobilizers including undertaking their recruitment process, orientation and training and regular follow up of their assigned tasks as per CARE Afghanistan existing policy and assigned tasks defined within project scope of work.
- Coordinate the project activities with local PPHD/PHO/REMT/PEMT, communities and related stakeholders at provincial level.
- Conduct/organize public awareness/orientation sessions and community mobilizers’ training at each SDP on COVID-19 response/preventive measures, primary and sexual reproductive health and gender/family welfare interventions.
- Conduct post monitoring visits from selected service delivery points and target communities for project interventions and MHNT services including cash payment to poor/emergency patients, distribution of different kits etc.
- The field supervisor is bond to have regular and close working coordination with CARE Paktia sub office in Gardez (CARE does not have any office in Paktika province) and Kabul project manager for routine communication, reporting, updates sharing, procurement & supply and feedback sharing (he will use our existing HUBs in Gyan & Barmal as work place during his stay at field).
- Supervise routine health education and community/public awareness raising sessions being facilitated/conducted by MHT colleagues according to their job description.
- Maintain internal control of project activities at provincial level.
- Maintain close working coordination with all concerned provincial and community level stakeholders and relevant departments to ensure project assets and staff safety.
- Keep close communication and working coordination with community level CSOs, elders and target beneficiaries to ensure a proper working environment as per project scope of work.
- Ensure that technical designs are as per standard and with a high and safe quality.
- Ensure that field operation plans/service delivery points are shared with key/concerned provincial level stakeholders including provincial health directorate, PEMT/REMT, BPHS/EPHS implementer NGOs and target communities and agreed/endorsed by relevant entities.
- Organize/facilitate/help provincial management in executing project orientation sessions to explain project objectives to the stakeholders, communities and ensure project ownership is owned by local target communities.
- Ensure active community participation in terms of constructive feedback, awareness raising, local resource mobilization and project field activities assessment/monitoring.
- Make sure that the project activities are being implemented according to project work plan, performance indicators and targets.
- Prepare inputs from all supervising activities to M&R Officer, provincial manager, project manager at any time required.
- Perform of any other tasks as assigned.
Qualification:
- Build personal and inter project relationship, analytical skills, cultural sensitivity, gender sensitivity, teamwork, establish a productive working environment and persuade others, mobilize communities and good coordination with stakeholders
- Effective technical and social mobilization skills, innovative thinking. Computer skills (Microsoft Outlook, Word, Excel), monitoring and excellent supervision and coordination skills.
- Promote best practices/ lessons-learned approaches with the support/active participation of local communities during project implementation.
- Encourage the community for projects’ post-completion maintenance.
- Enough understanding/ knowledge of the community health services.
- Good communication & coordination skills
- Management skill (Monitoring, supervision& reporting)
- Excellent training and facilitation skills
- Having a deep knowledge of Afghan traditions and cultural norms
- Ability and willingness to work at the communities with frequent field visits.
- Excellent spoken /written Dari and Pushto
- Ability to review and monitor activity and record outcomes and learning.
- Fluency in spoken and written Dari, Pashtu and English is Highly Desirable.
- University degree of medical doctor, master’s degree is preferred.
- At least four years relevant work experience in monitoring/supervision & management of public health projects particularly BPHS OR Mobile Health & Nutrition Teams in Afghanistan.
Fluency in spoken and written Dari, Pashtu and English is highly desirable.
